CALL FOR PAPERS – UACES Conference "Exchanging Ideas on Europe" Cambridge 2011
"The EU’s Comprehensive Approach: Towards Coherent Action?"

Dear Colleagues,
I am seeking papers for panels on ”The EU and the Implementation of a Comprehensive Approach to Security” for the UACES General Conference in Cambridge 5-7 September 2011.
Potential contributions should discuss various aspects of the EU’s Comprehensive Approach to Security, and the way it is implemented in different policy areas. Papers focussing on any of the following three functional interfaces are particularly welcome:
·         Implementing Comprehensive security I: the structural-operational interface:
this includes coordination issues across the interface between security and development, security and trade, security and environment, etc. – the emphasis lies on horizontal coherence in security matters.
·         Implementing Comprehensive Security II: the internal-external interface:
this concerns all coordination issues between the internal and the external aspects of security; papers could focus on EU-level implementation or on the role of single member states or groups of member states;
·         Implementing Comprehensive Security III: the civil-military interface
coordination between the civilian and the military aspects of security policy; this has a particular focus on intra-CSDP coordination, mostly at the strategic and the operational levels (matters of tactical civ-mil cooperation only to the extent they focus on the EU’s comprehensive approach)
Research agenda papers conceptualizing comprehensive security and discussing the overall implementation by the EU will be considered as well.
Ideally, we will have a line-up of three consecutive panels. Depending on the outcomes and overall arrangement, publication in an edited volume will be envisaged.
Please send a brief expression of interest a.s.a.p. to carmen.gebhard@nottingham.ac.uk to enable coordination at an early stage. Full abstracts (max. 200 words) including name, affiliation and contact details will be due by 5 December 2010.
